Efficient lighting incentive programs that only promote compact fluorescent lamps (CFLs) have many drawbacks. We propose three kinds of program alternatives; countering negative beliefs about fluorescent ligthing, offering other technologies, and educating utility personnel and trade allies. The potential energy savings of other technologies are shown in tables. This information is presented for program managers in electric utilities, government agencies, weatherization offices and environmental advocacy groups. ABATRACT. TYPICAL CFL PROGRAMS.
