The power sectors are at the very early stage of reform, market prices may be not available or may be distorted by market power. The paper examines these cases and proposes an evolutionary path for pass - through regulation. The best methodology will depend on a country's objetives and sector structure which implies that the specifics of the pass through rule will have to be designed on a case by case basis
