This repot focuses on the least - cost planning and demand - side resouce development processes undertaken in Connecticut, Nevada, Washington, and Wisconsin. The four states illustrate the diversity of procedures an mechanism which can be employed to reach the common goal. This goal has multiple parts : increased non - utility participation at the beginning of utility resouce planning, integration of demand and supply resources during the cost - effectivenness, and increased reliance on environmentally benign demand - side resources.
