This chapter critically examines the literature on commercial energy consumption and development. A major shortcoming of these macro-studies is that they pay little attention to traditional and non-commercial sources of energy, whitch provide the majority of the energy used for sustenance by the rural population in developing countries. Theremainder of this book will focus on the consumption of energy by the rural populace in one developing country - Kenya. It is therefore designed to help fill the gapa left by these macro-studies whick, by paying insufficient attention to the energy needs of the poor in developing conuntries, have not addressed the more difficult substantive problems of energey in the development process.
