Debates over environemental policy questions have long reflected economic concerns to some extent. When the early 1970s, for instance, there where at least perfuctory discussions of the possible efects of regulatios on prices, profits, and plant closings. It is only recently, however, that economic issues have come to play a major role in environmental decision making. This article will illustrate this important development and explain why the role of economics has grown. The first step, however, is to briefly examine the history of environemental policy in the United States, along with the reasons why economics initially played such a limited role..
