Implications of the energy policy act of 1992 for utility demand-side management efforts.

The Energy Policy Act of 1992 was passed by the Congress and signed into law in October, 1992. The purpose of this paper is to briefly describe the energy efficiency provision in the Act that are most relevant to elctric utility DSM efforts, estimate that electricity savings that could result, and discuss how utilities, regulators, and DSM Advocates should respond. We estimate that the Act could reduce national electricity demand by 107 billion kWh per year (3.3 percent) by 2000 and 274 billion kWh per year (6.9 percent) by 2010. Utilities and the DSM community should get involved in implementing the Act, adjust ther DSM programs where appropriate, and take the Act into account when forecasting energy demand..
