This paper challenges the prevailing assumption that energy efficiency achieved technology is always a win-win situation. It suggests that industrial organization, retail incentives, and social convention are additional reasons for the slow adoption of compact fluorescent lamp (CFL) technology. These additional barriers in turn, lead to new areas for policy research and recommendations in pursuit of improved energy efficiency.
