This paper focuses on using the PATTERN method to build a system of energy conservation strategies. A multiple criteria decision-making method is applied to evaluate the alternatives for the case of the metropolitan area of Taipei. Decision-makers' behavior is explicity dealt with in this paper. The decision-making group in Taipei consist of the members of the Communication Ministry, the Industrial Bureau, the Taipei Minicipal Government, and academic representatives. Because the decision-makers' background is not the same, a cluster analysis method is used to analyze differences in decision-makers'opinions, and suggestions emerging from the decision-making process are outlined.
