U.S. residential appliance energy efficiency : present status and future directions. Building Equipment and Appliances.

In this paper we discuss the recent history of the process for setting appliance energy efficiency standars. Other policies, such as providing financial incentives, for achieving energy savings from appliance efficiency improvements are also discussed. The U.S. Congress passed the National Appliance Energy Conservation Act (NAECA) in 1987. NAECA amended the Energy Policy and Conservation Act (EPCA 1975) with respect to energy conservation standars for appliances. The U.S. Department of Energy (DOE) was instructed to periodically update these efficiency standars. In november of 1989, DOE completed their first rulemaking for any appliance, affecting refrigerators, freezers, and small gas furnaces. In mid 1990, standards for dishwashers, clothes washers, and dryers will be promulgated. The impact of these standars on the model offering of affected appliance manufacturers are illustrated. A number of issues that relate to these standards are discussed. For example, are the presently defined product classes too restrictive? Other issues that relate to the standars are how much research should be done in support of appliance efficiency rulemaking and what are the roles of private industry and government? There are a number of technologies that require additional research before it can be determined if they can be implemented on a commercial basis; for example, evacuated panels for insulating refrigerators, microwave dryers, heat pump dryers, higher spin speed clothes washers, and lower temperature dishwashing.
