This paper develops a framework for which energy codes for residential buildings (single and multiple occupancy) can be designed for different climatic conditions, and is based on the total estimated annual energy consumption of the residence in a per unit of floor area basis. Energy consumed for space cooling, space heating, and domestic water heating is addressed to, as multipliers are developed for the contribution to each of the above by the energy consuming elements of a dwelling, including the attic/roof assembly, peri-meter heat losses, exterior and common walls, windows (including) the effects of orientation, overhang, and type of glass, ducting, air conditioning system efficiency, heating system efficiency, and water heating system. As example, a set of multipliers is developed for each of Florida's three major climatic zones, (North, Central and South Regions). The final results are normalized so as to make 100 points complies with the code, more than 100 points is non complying). The points achieved by a residence are then labelled it's EPI (Energy Performance Index). The actual energy consumed by the residence (per unit of floor area, under normal circumstances).
