The objetive of this document is to provide a brief review of national energy planning in developing countries. The aim is to outline a systematic structure that can be used by developing country planners in organizing their efforts. This is not intended to be a comprehensive review of all the analytical procedures that can be used. It is, rather, a technical guide to setting up an energy planning effort and a checklist of the activities that must undertaken.
