Energy rapidly is becoming a scarcer and more expensive resource. Correspondingly there is creasing need for more effective assessment and planning methods to assist the decision and policy making processes involving energy. These include the relationships of energy utilization to economic development. This manuscript discusses the overall assessment process, including the use and limitations of quantitative analysis and modeling methods as one component of the process. It is emphasized that such models are not predictive in nature, but rather should be used to assist in developing improved understandings of the functional relationships among the many parameters involved in the planning and development process. Information (data) is a basic commodity for the integrative assessment process. It is both a requirement for and a limitation upon the modeling component of the overall process. The need for adequate and reliable information applies regardless of the time frame addressed or the degree of complexity involved in any particular assessment activity. The application of integrated assessment processes to the analysis of energy problems in still in an early development stage. Thus, the process itself is in need of continuing development and refinement. Even so, with judicious use it can be of value to policy and decision makers.. ABSTRACT. GENERAL ORIENTATION.
