Recently developed lamps, ballasts and luminaires and techniques for time, occupancy and daylight controls offer excellent possibilities for a drastic reduction in the energy consumption of lighting. In view of the extra investments, in relation to generally applied solutions up to now, this seems to be only feasible by regulating or stimulating measures such as subsidies and/or rebates together with good information and education. Even development of other energy efficient techniques will be more stimulated by subsides. Amongst other things further reduction of the energy consumption of lighting is possible through an optimal design for all general lighting situations based on well planned maintenance using the right maintenance factor. By recent research in office buildings with modern lamps and luminaires the increasing degree of the illuminance in rooms by depreciation and pollution of lamps, luminaires and room surfaces appears to be much lower than generally has been accepted. Based on the results of this research is seems to be important to obtain the right information concerning maintenance factors for all kinds of lighting situations by further practical research making it possible to design optimal energy efficient lighting for these situations.
