Climate has substantial influence on the development of human society. At the same time, the global climate is being affected by human activities. Since industrial revolution large amount of CO2 and other greenhouse gases have been emitted to the atmosphere causing significant change in its composition. It is recognized that this change might be sufficient to cause change in global climate. Because of the importance of climate change issues, the Chinese government pays great attention to them. As climate change concerns almost all aspects of the social and economic development, in order to coordinate ministries and agencies of the government in their efforts to deal with climate change problems, the Coordinating Group on Climate Change under the Environmental Protection Committee of the State Council was established in February 1990. There are four working groups under the Coordinating Group, working on scientific assessment, impact assessment and response strategies, economic implication and international convention matters of climate change. A number of research and technological development projects related to climate change issues have been organized, including bilateral cooperation projects and projects supported by GEF, UNEP, UNDP, the World Bank, the Asian Development Bank and other international organizations. The Chinese scientits and experts also take active part in the studies organized by IPCC. Some results of research work can be found in the Proceedings of the National Symposium on Climate Change and Environmental Problems held in 1991 and in the reports provided to IPCC [1,2].
