Biomass Energy Strategy (BEST) Outline: A Guide for Policy Makers and Energy Planners

The BEST initiative was launched by a group of different projects such as the BMZ Initiative Energising Africa, the GTZ Household Energy Programme (HERA), and the GTZ-administrated Partnership Dialogue Facility (PDF) of the EU Energy Initiative (EUEI). It is based on the experiences of a workshop which was carried out by the BMZ-funded ProBEC (Programme for Biomass Energy Conservation) in March 2004 and involved most SADC countries. During the workshop, different case studies were presented and action plans for participating countries were developed. Experience showed that just one single intervention (workshop) without follow-up support, a multi-stakeholder approach, and successful strategy implementation will not be successful and that a more systematic approach is required. With this guidebook, we hope to contribute to sustainably integrating biomass energy into policy making. [p. 2]
