The guidelines are a reponse to what are the pre - feasibility and environmental assessments of hydroelectric projects, why they should be done, and most important how they should be done in Ecuador. They are intended to be used by hydroelectric project developers and the corresponding legal authorities, which in this case are the ecuadorian Ministry of the Environment and CONELEC.
