This article provides a view of leadership in a TQM context. It builds upon traditional theories of leadership and TQM concepts and practices, and incorporate stakeholders theory from the strategic management literature. Thus, the framework integrates three components : the visionary leadership role of top management, the leadership behaviors of all employees, and the influence of external stakeholders.
