The chapter presents the argument that a sound, objective scientific statement about the nature of a problem and a clear description of options for its solutions are only the first steps in a much longer process. Scientists must also develop the knowledge and skills to set goals, assess the possible solutions, select the best ones, and ensure thet they perform properly.
