Coal constitutes an essential element in Spain's energy program. Because of their low heating value and high sulphur content, Spanish coals are, however difficult to use in an environmentally acceptable manner. Thus to make compatible both goals, the exploitation of low-grade coals and the compliance with severe environmental regulations, Spanish utilities have adopted for the utilization of clean combustion technologies.
