The client states in this study comprise a region surrounded by major petroleum product export terminal and refineries, yet the supply costs are significantly in excess prevailing spot market conditions. The barries to lower supply costs are complex and interrelated. Achieving least cost petroleum supplies primarily hinges on increasing the level of meaningful competition and opening access to key terminal facilities. It is believed that this study has just scratched the surface in identifying key issues and approximating the value of many but not all steps to reduce supply costs. Considerable technical, commercial, law, and logistical work remains to be done.
