This paper examines issues in the comparative behavior of firms under public or private ownership with special reference to the gas industry. Part 1 surveys the theorical issues. Part 2 looks at which of these issues are likely to be important for the gas industry and industries like it. Part 3 briefly surveys some experiences of gas privatization in practice.
