This paper has been prepared to help industrial management and government begin exploring the potential benefits of improved energy efficiency. The approaches described draw on the extensive experience of energy efficiency management in the international oil industry, but the content focuses mainly on the small - to medium - sized operations in many sectors of industry, particulary in developing countries. This report does not address the question of energy efficiency in the energy generation industry or in the heavy industrial sector.
