The transport sector is still almost entirely dependent on liquid fuels derived from oil, but the oil production of countries which are members of the IEA is expected to decline during the 1990s. Accordingly, the energy ministers of IEA Member countries decided that more attention should be focussed on efforts to promote diversification among these fuels. Thus this study assesses the energy security, economic and environmental aspects of the main alternative or substitute fuel options which could contribute to such diversification.
