The main premise of this paper is that environmental problems concern all countries, irrespective of necessary distinctions in the analysis between oil-exporting, industrialized and developing countries. We all live on the same planet and all face similar pollution problems arising from energy, industrial waste and poverty. And we may all be subject to the impact of a depletion on the ozone layer and global warming. The effects may vary in nature and degree, but they will stern from the same phenomena...
