The developing - country debt problem

The present paper discusses whether developing debtor countries are to be treated as illiquid or as insolvent. While the appropriate diagnosis can vary from case to case, some important general principles can be presented. The most important of them concludes that, as far as sovereing risk is concerned, there is no clear cutting line between illiquidity and insolnency.
