The world petroleum market has been in a relative oversupply situation and world petroleum prices have shown some decline since the so - called second oil crisis in 1979 - 80, a time when petroleum supply shortage emerged and petroleum prices increased drastically upto a level of about 40 $US. While petroleum needs, they are still suffering from the higt prices of imported petroleum, resulting in a deficit of balance pf payments.
