The expensive road netwoks built in Latin America and the Caribbean over the past decades were supposed to prive basis for the economic and social development of the region. However, at the beginning ot the 1990s these networks show alarming signs of negleted an abuse, and in a few more years they will most likely be in such deplorable state as to have serious repercussions on the economies of the region.
