The present work portrays a proposal for the strengthening on project management practices at the
local government in Desamparados. The foundations for the proposal take as an object of study the
project management unit of the organization, the Project Management and Business Development
Management Office. The strengthening strategy is the result of a gap analysis and a benchmarking
process, which allows enriching the proposal with experiences and relevant information of good
practices in similar organizations.
In order to achieve the goals set for this study, a diagnosis of the situation related to project
management is made at the local government studied, focusing the research on the project
management unit. Subsequently, a literary investigation of resources related to the management of
public administration projects is carried out, and it is enriched by the application of questionnaires to
officials of the Municipal and Local Development Training Institute, as well as the Municipality of
Mora. The information collected allows the creation of the profile of what would be the ideal state of
a project office within a municipality.
The profile explores the needs on project management within a local government, the standards
that should be met by their projects, and the functions that should govern a project office within a
municipality. Based on this profile, a comparative analysis is performed with the situation of the
Municipality of Desamparados, as well as a gap analysis of the discoveries. The comparative analysis
and the gap analysis allowed the definition of an action plan to strengthen the project management
practices within the unit studied, as well as to set the foundations to start a project portfolio for the
Municipality of Desamparados. This proposed action plan has its limitations, which are portrayed in
the document.
The added value of this research paper is not limited to the strategy designed for the Municipality,
as it also provides a tool to understand the usefulness of the project management practices in
municipal management.
