The preparation of this research work is established as a contribution to the Road Management Unit of the Department of Real Estate Acquisitions of the Ministry of Public Works and Transport. The type of descriptive, applied and transversal research, which includes research, is complemented by different techniques and tools, such as documentary review, interviews and questionnaires, used to collect, describe and analyze the information requested by each of the objectives that involves the development of a Methodological Guide for the Project Management of the Road Management Unit of DABI. In the first instance, a review of the documents that the UGV incorporates into the management of acquisitions is carried out, continuing with interviews that show a panorama of the recognition of the Project Management that this Unit has, as well as interviews generated to gather information of the diverse external entities and included in the development of acquisition projects that collaborate with the definition of the scope of management. Regarding the documentary diagnosis and the current situation, a series of inputs are identified, however, there is an evidence of a lack of culture in project management, due to the fact that no defined processes, procedures, techniques or tools are recognized. The preparation of the guide is based on a global conceptualization in agreement with the IPMAâ and a specific conceptualization of the Knowledge Areas of PMBoKâ. In this way, it is proposed to integrate the inputs related to each phase of the life cycle of the acquisition project and that are requested according to the results of the documentary diagnosis, the current situation and the compilation of the information obtained by the external instances. Finally, a strategy to implement the Methodological Guide is incorporated, according to some of the practices suggested by the Guide: Implementing Organizational Project Management, developed by the PMIâ, which includes the stages of compilation, analysis and the implementation plan.
