The present study is circumscribed as a final graduation modality of the Instituto Tecnológico de Costa Rica, known as a final graduation project. The unit of study is the Dirección de Obras Fluviales of the Ministerio de Obras Públicas y Transportes. The final aim of this project, is the development of a proposal for a methodological guide for managing fluvial projects. Initially, the justification for this research arises from the documentary finding where it is exposed breaches in the budget execution of its projects, as well as relation with deficiencies in the planning of its projects. This, coupled with the lack of uniformity or standardization of management of their projects, the absence of technical tools have generated the inability to have reliable information on the status of their projects, affecting timely strategic decision making. As a methodological reference part of an analysis of the perception of strategic actors involved in the management of river projects, as well as documentary review of the different assets, regulations, guidelines and procedures present in the institution, related to project management. These findings made possible the proposal of a methodological guide, which seeks to standardize the administration of projects of the study object under the contracting and administration modalities. The methodology presented presents a basic proposal of templates and tools, in accordance with the business rules of the organization and the dependency studied, that makes possible its implementation in the short low through the incorporated Implementation Plan.
