The Municipal Government of Santo Domingo must be able to reflect the development within the community, to do that it must optimize the resources and maximize its execution in communal investment; however, there is a budgetary under-execution associated with institutional projects and programs, since there is no adequate management of the factors and binding resources to achieve a professional and integral municipal management within their projects. The main objective of this research is to design a proposal for a project and program management office (PMO) for the Municipality of Santo Domingo of Heredia to solve the problem of budget under-execution in specific needs, increase efficiency in the execution of projects, ensure greater budget execution and optimization of resources. Through the use of techniques and tools (OPA analysis, surveys and interviews) with the tabulation and analysis of data for the proposed solutions to obtaining deliverables such as SWOT matrix, Ishikawa diagram, baseline estimation of time and cost of the implementation plan, also proposing the type of PMO, its location in the municipal organization as well as the roles and responsibilities of the same and its members. It was determined that the Municipality of Santo Domingo does not manage the projects according to the standards proposed by the PMI and that it does not have a project management methodology that allows for uniform management. It is recommended that, in parallel with the implementation of the control PMO in the Municipality of Santo Domingo, a project management methodology should be defined, established and implemented, due it is a basic input for project managers and the PMO to control the projects and programs.
