This research was applied at the Municipal Aqueduct of Santo Domingo de Heredia, with the goal of proposing a methodological guide for professional management of public projects at this department. Also, this research is classified as:  Descriptive: some general tendencies over management of Municipal Aqueduct’s construction projects were revealed, by means of files reviewing, surveys and questionnaires made to stakeholders (such as: Direction and Engineering of Aqueduct, Supply, Direction of DSOT, Department of Works and Services, UTGVM Department, and others).  Transversal: surveys revealed good practices for project management (according to information subjects of: Santo Domingo’s Municipal Aqueduct, ESPH and Belen’s Municipal Aqueduct).  Observational: files of twelve projects were studied, covering years 2014 and 2017. Based on PMI’s project management framework, it was possible to analyze breach of Aqueduct. By this mean, this methodological guide exploited many improvement’s opportunities, such as: standardization of project management concepts, templates development to simplify management (new tools), processes and techniques for getting an assertive communication (directed to whole stakeholders), techniques and tools for schedule management on lineal projects, risk management, so on. Finally, it was established a strategical plan for implementing the methodological guide, aligned by good practices of PMI for change management of municipality, starting from its aqueduct. This continuous improvement in project management requires: support of Mayoralty and Town Council; feedback from municipal stakeholders; visible impact over public services and community wellness.
