Propuesta de mejora de los procedimientos en la gestión de proyectos en JASEC: Caso de proyecto de generación termoeléctrica impulsada con biodiesel

The need to increase power capacity and electricity generation is explicit in the JASEC
Strategic Plan, with the implementation of electricity generation projects, through previously
established guidelines. These guidelines were formalized through ISO-9001: 2008 certification
and with this a set of templates for project management through the 6P09 procedure and the
Business Management System (SGE), establishing actions to plan, supervise and validate the
formulation and project development. These templates, mostly, are in the SGE and in some
cases need to be reviewed and improved.
In order to present this set of documents related to project management, contained in the
SGE or in the 6P09 procedure, the objective is to elaborate a review of the current situation
regarding the processes, techniques and tools established by JASEC for the administration of
Projects. This review gives the most representative documents in project management and the
current condition in which they are in the SGE or procedure 6P09.
With the revision, the process of identifying the set of processes, techniques and tools
that can be applied in the present project is identified in the PMBoK® and JASEC methodology
for project management. It is here that the proposal to improve the templates analyzed and the
creation of new ones to be developed in the project management plan are proposed.
The solution of the proposal is to generate management plans within the groups of startup
and planning processes for the areas of integration knowledge, scope, stakeholders, time,
cost, quality, human resources, communications, risk, procurement, environment and financial
management of the project; obtaining the plan of management of the thermoelectric generation
project driven with biodiesel.
