This research work was carried out in the Municipality of Cartago, an institution that has marked the way of our citizenship for over 450 years, through the constant implementation of projects, which seek to continuously improve the quality of life of its inhabitants. This research set out the objective of, Propose a model of selection and prioritization of projects for the Municipality of Cartago, for which it was necessary to review theoretical themes which support the analysis, among others, efficient frontier, peer comparison or ex ante evaluation. After the analysis of the information, we obtain the results of which we can highlight the following: It is shown that there is an annual growth of projects to be executed and that it is considered important that they influence the strategic objectives, without having a significant weight in the current process. Regarding the participants in the process, the weight of the mayor's figure is important; At first it is seen as a preponderant actor when selecting the projects within the current process, however, they do not include it when proposing a possible model. In addition, the list of the long-term strategic objectives and their individual contributions to the fulfillment of the goals is detailed. The analysis allowed to conclude several aspects, among them, it shows that the Municipality of Cartago has a process of selection of projects, where both the mayor and a committee participate. In addition, strategy is recognized as a fundamental part of decision making. However, shortcomings are detected in the current processes, as well as opportunities for improvement that allow new documents and methodologies to be proposed, through which the municipality can determine which projects contribute most to the achievement of the strategic goals.
