This Final Graduation Project uses Project Management discipline as an axis to transform the Technical Unit of Road Management (UTGV for its acronym in Spanish) into a Project Management Office (PMO) in order to improve planning, execution, monitoring and control, and closure of projects, and the transparency of the projects processes, increasing the effectiveness and efficiency in the use of available resources. Good practices from the Project Management Institute PMI® are used to develop the ten subsidiary plans, corresponding to the knowledge areas from the five group processes. It is composed of four deliverables: he characterization of the current situation of the Technical Unit of Road Management Office with respect to Project Management, the proposed relocation of the Project Office Technical Unit (OP-UT) in the organizational structure, making it the Project Office of the Municipality of Bagaces, the proposal of responsibilities and functions of the OP-UT and the personnel that compose it and finally the proposal of standardized methodology for the management of OP-UT projects. The benefits that the change would bring to the organization are not necessarily aligned with the interests of the staff that must implement it, which could justify the emergence of resistance behaviors. Individuals seem to resist changes that are related to their own interests. Recognizing this, the proposal for change has been developed not only with the objective of establishing a new model of project management in the Municipality of Bagaces, but it includes also key elements to increase its chances of success, seeking alignment in the perception of the interests and benefits of the personnel involved with those of the organization.
