World Energy Trilemma 2016: Defining measures to accelerate the energy transition

The 2016 World Energy Trilemma report, prepared in partnership with global consultancy Oliver Wyman, along with the Global Risk Centre of its parent Marsh & McLennan Companies, aims to support policymakers in the complex task of translating the trilemma goals of energy security, energy equity and environmental sustainability, into implementation actions. Leveraging the learnings of World Energy Trilemma reports and indices from 2011 to 2015, and a wide assessment of country energy strategies, the 2016 report identifies five areas where countries have focused efforts to drive progress on the energy trilemma goals: - transforming energy supply - advancing energy access - addressing affordability - improving energy efficiency and managing demand - decarbonising the energy sector. Within each focus area, selected policy tools are analysed, highlighting the barriers from policy design to implementation and the learning from policy initiatives across the world. Policy examples from a variety of countries illustrate how best to manage the trade-offs and spill-overs within the energy trilemma framework of security, equity and environmental sustainability.
