Following the national environmental policy plan the Dutch utilities made an environmental action plan (MAP) in 1990 aiming to bring the level of carbon dioxide emission in the year 2000 at the 1990/1991 emission level or lower if possible. In the first PGEM MAP a target of about 1 million tonnes of CO2 reduction was projected. One third of this target should be realized with efficient lighting. In 1991 PGEM started a pilot project on stimulating high efficiency lighting in the commercial and public sectors. An investment subsidy was given, based upon the efficiency of the new system.In practice making a calculation of the efficiency of a lighting system is not usual. As calculations of efficiency are needed for an apply on subsidy and making this calculation is no routine job, the number of projects with a subsidy claim (until now 200) is much lower than the total of projects (2000 per year). A total of DFL 2 million is granted. Half of the projects is already carried out. In these projects an average efficiency improvement of 50 percent is achieved.
