The final goal of this research project pursuing a Master´s Degree in Project Management, is to strengthen the management of projects at the Costa Rican Investment Promotion Agency (CINDE), through the development of a reference model that provides standardization and adapts to the current needs of the organization and its structure. An analysis of the current situation in the organization was made as a first step, with the objective to obtain a diagnosis of the current processes, assets, as well as knowledge level, for project management. Subsequently, a mapping of best practices in project management at organizations similar to CINDE as well as market practices, was made, in order to develop a gap analysis of the current and desired state of the organization. With the analysis and findings from the information gathered from primary and secondary sources, as well as from the individuals through the instruments applied, the reference model for project management at CINDE was developed in the last chapter of this project. The model comprises a series of principles, themes and procedures for management of a project. It also sets and develops the roles and functions of the project team, as well as the support and monitoring roles. It establishes a series of steps, deliverables and templates to guide its implementation and to promote the standardization of project management at CINDE. This research project closes with a series of conclusions and recommendations for the organization, that seek to complement the model developed and to identify key follow up actions for its implementation.
