The following graduation project was developed at the Institutional Planning Unit (UPI for its acronym in Spanish) of the MOPT (Ministry of Public Works and Transportation) with the goal of proposing a methodology for the management of projects that would also allow their development. The type of investigation used was descriptive, documentary and applied; through different techniques, such as: surveys, questionnaires, verification lists, interviews, and document revision. The personnel who collaborated to provide the relevant information were those who currently participate in UPI projects and who, most of them, have knowledge of the concepts for project administration. To develop the methodology, the first step was to identify the current status and situation of the Unit; after which, a proposal was made for processes, steps, directives and templates that would enable the application of good practices for project management, noting that through prior analysis the base used as a guide was the Project Management Body of Knowledge (PMBOK®). For the development proposal, we showed a base structure, in which we integrated the process groups, thus relating the processes according to the knowledge areas included in the PMBOK® guide. Finally, an implementation plan is presented which establishes a series of actions to put into motion the methodology used in the Institutional Planning Unit or UPI.
