The forest plantations are of particular interest in meeting of different needs in today`s society. However, the rate of reforestation in Costa Rica has declined steadily since the mid-nineties, following a set of incentives and barriers to investment in plantations in the country. Show, then a national reality that must be evaluated in different settings that people`s decision to reforest or not. It was realized an analysis of the incentives and barriers for investment in forest plantations in Costa Rica. It was found that the area of forest plantations in Costa Rica has a number of national factors that contribute to significantly discourage investment in forest plantations. It was possible to develop a proposal for improvements at the level of national legislation, through interviews with different actors of the forestry sector.
